Shutter Affidavits are acceptable to account for the shutter panels fitting the opening and there being enough panels and fasteners for the installation of storm shutters to comply with impact protection requirements. 
Affidavits must be prepared and verified by the:

• Builder (Qualifier) or Owner for new homes
• Owner for existing homes.

Manufacturer’s product approval and installation documentation for the panels must be available at the job site during a Final Inspection which must be conducted in every case by the Building Inspector.   The purpose of the affidavit is to accommodate other building activities that might conflict with the shutters being installed for a period of time.
